The Judicial Council of California is the policymaking and administrative body for California courts. With over 40 million residents, California is home to the largest court system in the nation. 

As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. As employees of the council, every member of staff should view and approach their work as one Judicial Council with a public service mission that is greater than the sum of its parts.

Within the Judicial Council, the Office of Court Research supports the Council’s mission of increasing access to justice with data, research, and analysis to support data driven decision-making in the Judicial Branch. The Research and Evaluation Unit and the Statistics and Evaluation Unit comprise the Office of Court Research with a team of about 20 FTE based in San Francisco.

The Supervising Analyst in the Statistics and Information Unit has lead policy-making and administrative responsibility and management of the Judicial Branch Statistical Information System (JBSIS), which is authorized by California Rules of Court, rule 10.400 and is the management information system for statewide trial court operational data.  This position also has lead responsibility for publishing the Court Statistics Report — the official, annual report from the Judicial Council to the Legislature and Governor in support of article VI, section 6 of the California Constitution, which requires the Judicial Council to survey the business of the California courts.

This position works with limited supervision, carrying out complex and high-level functions under the general direction of branch leadership regarding the collection and reporting of statistical and operational data, which includes data used in the statewide budget development process, workload models, court performance standards and measures, and research and evaluation of court programs and services. This position supervises exempt positions in the Statistics and Information Unit and performs general management duties, including setting and achieving unit priorities and determining resource needs. 

The SIU team is entirely based in San Francisco and the successful candidate will be expected to work in person at the Judicial Council’s San Francisco office and reside in the area surrounding this location. The Judicial Council is an on-premises workplace; however, this position is eligible to work remotely three days per week. Onsite days are Tuesday (starting January 2025) and Wednesday (as of September 2024). Additional days in the office to attend meetings, events, or perform other work function may be required as needed.

Responsibilities

 
  • Manage governance of the Judicial Branch Statistical Information System.
  • Directly provides and guides a team in providing technical assistance to trial courts on questions related to data reporting, data mapping, data definitions, and use of the JBSIS interface.
  • Manage JBSIS through all stages of the data lifecycle, including data collection standards, data quality, data sharing, and data retention.
  • Lead responsibility for publishing the Court Statistics Report: determine the procedures, staffing, and timeframe for compiling, validating, and publishing the CSR annually.
  • Data and research consulting to enhance data quality, data collection, and efficiency/effectiveness of data collected.
  • Modernize data delivery in partnership with JCIT and Statewide Data Warehouse project.

Qualifications

 

EDUCATION AND EXPERIENCE

Bachelor’s degree, and five (5) years of analytical or managerial experience in program analysis, implementation, research and/or evaluation, which includes one (1) year of supervisory experience. An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year for-year basis.

OR

Master’s degree in a directly related field for the assigned discipline such as political science, public administration, statistics, mathematics, etc. that included qualitative and quantitative research, and two (2) years of analytical experience in program analysis, development, implementation, research, and/or evaluation, which includes one (1) year of supervisory experience.

OR

One (1) year as a Senior Analyst or other level (C43) class or three (3) years as an Analyst or other level (C42) class with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of an exempt-level Senior Analyst or three (3) years as an exempt-level Analyst in a California Superior Court or California state-level government entity and a) completion of training courses on topics related to effective supervision within 6 months of promotion; or b) one year of previous supervisory experience.

Desirable Qualifications

  • Knowledge of statistical software such as R and Stata
  • Knowledge of database management software, such as SQL and others
  • Principles of research, analysis, data management
  • Data visualization skills and software, such as Power BI, Tableau
  • Knowledge of court case processing practices, court operations, and state government
