Overview

 

The Judicial Council of California is accepting applications for the position of Senior Analyst in the Family Court Services unit for the Center for Families, Children & the Courts.

The Senior Analyst is responsible for planning and overseeing the delivery of statewide education programs to help Family Court Services (FCS) directors, supervisors, and managers throughout the state meet their mandatory education requirements. The Senior Analyst is charged with advanced level education planning and delivery, curriculum design and consultation, the use of new delivery modalities, remote education, and is responsible for creating and maintaining web content for FCS directors, supervisors, and managers, including on-demand education posted on the Moodle platform in addition to planning and design for new platforms and collaborations for on-demand education. This includes working directly with directors to determine training needed in new laws, rules and regulations, and best practices in court management. This position provides coordination, information, and technical assistance to court-based FCS leadership and serves as an advanced subject matter expert, providing in-depth knowledge and expertise on court-base mediation, provides advanced analysis and recommendations, and performs advanced analytical work in program analysis, management, and innovation; fulfilling Family Code 1850 mandates including data collection and analysis, statewide training, and technical assistance for FCS management (including directors, supervisors, and managers) to support services to highly visible court based FCS programs in all California Courts.

The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. The successful candidate will be expected to work in person at the Judicial Council’s Sacramento or San Francisco office and reside in the areas surrounding these locations. The Judicial Council offers hybrid work arrangements for many positions. Beginning in September 2024, employees will work in the office at least one day each week. Beginning in January 2025, employees will work in the office at least two days per week.

Responsibilities

 
  • Lead, plan, and deliver statewide, regional, and online trainings for Family Court Services (FCS) directors, supervisors, and managers throughout the state in compliance with Rule of Court. Serve as advanced subject matter expert, applying knowledge and providing subject matter expertise to training program development.
  • Work directly with Directors to determine training needed in new laws, rules and regulations; research on best interests of the children, and impact of family conflict, and violence on child well-being; and best practices in court management.
  • Serve as subject matter expert, design curriculum; identify learning objectives, ensure that training meets requirements for continuing education credit.
  • Lead technical assistance, coordination, and information assistance provided to court-based Family Court Services Directors and provide subject matter expertise.
  • Provide technical assistance on best practices; provide consultants or vendors; research best practices and emerging technologies to share with FCS directors, supervisors, and managers.
  • Collaborate with your team members and provide subject matter knowledge and expertise to mandatory statistical reporting and research.
  • Provide subject matter expertise on content, court perspectives and accurate measurement of mandated statistical reporting on child custody mediation and recommending services; assist on interpretation of results.
  • Manage budget for training, research projects, technical assistance, and other projects.
  • Work with procurement and conference services on contracts for speakers, consultants, and venues.
  • Serve as family court services subject matter expert on all mediation service models including non-recommending, fact finding, recommending and tiered mediation and leading projects related to these topics and new and emerging issues.
  • Monitor and track mediation service models provided by each court. Track new legislation that mandates new FCS training and or practices.
  • Lead development of new statutorily mandated SB 331 training curricula, materials, and technical assistance. SB 331 training will complement the existing, highly regarded program that meets statutory requirements for the FCS practitioners. The SB 331 program will provide unique approaches to prioritize child safety and all aspects of child well-being. SB 331 training will also focus on best practices to deliver training that is culturally sensitive and appropriate for diverse communities, one which focuses on equity in access to and utilization of services.

Qualifications

 

EDUCATION AND EXPERIENCE
Bachelor’s degree, and four (4) years of analytical experience in program analysis, development, implementation, research, and/or evaluation.

Possession of a bachelor’s degree in a directly related field for the assigned discipline such as political science, public administration, statistics, mathematics, etc., may be substituted for one of
the years of required experience. An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

OR

Master’s degree in a directly related field for the assigned discipline such as political science, public administration, statistics, mathematics, etc. that included qualitative and quantitative research, and one (1) year of analytical experience in program analysis, development, implementation, research, and/or evaluation.

OR

One year in the Analyst classification with the Judicial Council of California or one year of experience performing the duties of a class comparable in the level of responsibility to that of an Analyst in a California Superior Court or California state-level government entity.
